Digitalization of state and municipal services at the regional level: the case of the Sverdlovsk region

Abstract

The purpose of the study is to consider the main directions of digitalization of state and municipal services and their implementation at the regional level using the example of the Sverdlovsk region. The methodological base of the study includes a systematic analysis of regulatory legal acts and official documents of the federal and regional levels (Sverdlovsk region). The information base of the study was reports on the results of monitoring the quality of the provision of regional state and municipal services conducted in the Sverdlovsk region in 2018-2021. Research results. During the analysis, three main areas of digitalization of state and municipal services were identified: an increase in the number of services converted into electronic form; increase in the share of appeals in electronic form; improving the quality of providing services in electronic form. These areas are reflected in the federal program and regulatory legal documents, which acted as a benchmark for the digitalization of services at the regional and municipal levels. Over the past 5 years, a number of policy documents have been adopted in the Sverdlovsk region, which outline the goals of digitalization of services. As for the results of digitalization, in 2021 only 2 executive authorities and 16 municipalities of the Sverdlovsk region reached the target value of the indicator for the share of services in electronic form. For 2022, 77 municipal and 114 state services have been transferred to electronic form in the region. Conclusions. The results of the study showed that the processes of digitalization of state and municipal services in the Sverdlovsk region are taking place in line with the federal agenda. At the same time, there is a significant differentiation between regional executive authorities, municipalities in terms of the number of services transferred to electronic form and the share of applications in electronic form. at the same time, there is a lag in the third direction of digitalization of services associated with their digital transformation and improving the quality of provision.
