Bezplanowość i nieład w polskiej przestrzeni – uwarunkowania polityczno-prawne, historyczne i kulturowe

Abstract

Bezplanowość i nieład w polskiej przestrzeni wynikają zarówno z bieżących uwarunkowań polityczno-prawnych, jak też z dużo ogólniejszych i trwalszych – związanych z narodową tożsamością i dziejami – czynników historycznych i kulturowo-mentalnych, które można zaliczyć do procesów „długiego trwania”. Celem artykułu jest pokazanie, jak splot owych różnych zmiennych oddziałuje na kształt przestrzeni miejskiej, ze specjalnym uwzględnieniem przypadku współczesnej Warszawy i niektórych doświadczeń skandynawskich jako tła porównawczego. Autor zwraca uwagę na możliwy wpływ dwóch najnowszych aktów ustawodawczych – tzw. ustawy krajobrazowej z 2015 r. oraz tzw. lex deweloper z 2018 r. – na krajowy system polityki przestrzennej oraz na obciążony przeszłością i określonymi wzorcami kulturowymi chaotyczny pejzaż polskich miast.
