Choques de Precios de Recursos Naturales, Asignaciones al Gasto Público y Posición Fiscal: una Ilustración con Bolivia

Abstract

In this paper the impact of price shocks and the assignment of fiscal revenues on the fiscal stance of Bolivia were evaluated, whose public finances depend on hydrocarbons based on quarterly information: 2003-2011 (prevailing price boom) by using the methodology of structural vector autoregression (SVAR). We exemplified − from one case − to demonstrate that assignment of fiscal revenues to public spending is more relevant that natural shock prices on fiscal balances. At the same, the results show responses of desegregated public spending in terms of fiscal pressure that during boom times.
