El uso racional del agua de riego en México: entre la eficiencia y la institucionalidad

Abstract

The use of water presents a contradiction. The economically rational use does not match up the rational-common sense use of the agricultures. This is due to the fact that they have an incentive to use a greater amount of water than the technically recommended. The aim of this paper is to analyze this dilemma studying the behavior of Mexican agricultures and defining the rationality from the economic point of view. This analysis allowed us to formulate public policy recommendations, from which we conclude that a regulatory system along with inadequate incentives can generate an irrational acting of the economic agents.
