¿Es equitativa en Bolivia la asignación del gasto público en educación?

Abstract

El documento analiza la equidad en la asignación del gasto público, con el propósito de determinar el grado de desequilibrio vertical y horizontal, que constituyen los principales argumentos para las diferencias intergubernamentales. Además, evalúa cómo está influyendo esta asignación en el rendimiento escolar. Los hallazgos sugieren que la política de financiamiento de educación escolar debería considerar algunos resultados educativos, como rendimiento académico o tasa de término, como criterios para las transferencias intergubernamentales. Asimismo, se debería introducir políticas educativas compensatorias para promover la igualdad de oportunidades y contrarrestar los factores negativos que afectan al rendimiento escolar.
