(Non)Implementation Of Commissions Of Inquiry Reports And (Re)Occurrence Of Communal Conflicts In Nigeria

Abstract

Commissions of Inquiry (CoI) are often established by governments to proffer farreaching recommendations to resolve conflicts. However, many state governments habitually disregard its recommendations or keep it in abeyance under the guise of awaiting a White-Paper, which hardly comes. Consequently, disputants' trust in the CoIs has waned in many conflict-prone communities, therefore, making communal clashes recurrent owing to the non-implementation of the recommendations of CoIs. Using the Erin-Ile and Offa feud which has had multiple CoIs and even a Supreme Court ruling in 2018, this paper argues that CoIs are still relevant conflict resolution tools that should be considered as part of post-conflict peace-building processes. This is because, fact-finding and answerability emanating from CoIs are central to justice, healing, forgiveness, and resilience for socially constructing peace by parties in conflict to emplace organic and sustainable peaceful co-existence.
