El falso discurso de la desigualdad y el crecimiento

Abstract

Durante el último tiempo, en Chile y en otras partes del mundo, el alto nivel de desigualdad en el ingreso, su prolongada persistencia y las crecientes movilizaciones sociales han situado al problema de la inequidad cada vez más en el centro del debate político. Sin embargo, al discutir el tema es común toparse con un aparente dilema que tiende a entrampar la discusión: ¿Qué es preferible, una torta más chica pero mejor distribuida, o una torta más grande aunque distribuida de peor manera? Detrás de esta famosa y repetida metáfora de la torta se encuentra la arraigada noción de que existe una relación negativa, inversa o “trade-off” entre el crecimiento económico y la igualdad en el ingreso, o lo que suele asumirse como sinónimo, entre la eficiencia y la equidad.
