L'État-providence entre solidarité et responsabilité

Abstract

The Welfare State has come into being, at least in France, on the basis of two major forceful ideas which it has utilized either as the engin(the case of solidarity) or on the contrary as deterrent(the case of responsibility). However, as time went by, the relations between these two ideas have seen a considerable evolution : with solidarity certainly still functioning, as has been the case for more than a century, as substitute or even as a remedy for the shortcomings of responsibility, the latter has effected all the same a forceful comeback, in view of the limits covered in some cases by the classic mecanisms of social legislation and of solidarity.
