Abstract

This paper assesses the sustainability of fiscal policy in India from 1950 to 2010 using multicointegration techniques. Starting from the seminal approach of Granger and Lee (1989), the analysis is extended through more powerful econometric methodologies, including several types of multicointegration models allowing for regime-shifts. Overall, the evidence rejects multicointegration between revenues and expenditures, thus pointing out that India’s fiscal policy is not sustainable in a stochastic environment. The main policy implication is that, in the context of the ongoing fiscal consolidation process, the Indian government should establish a more systematic connection between fiscal policy guidelines and the evolution of public debt. - L’articolo esamina la sostenibilità della politica fiscale in India dal 1950 al 2010 attraverso l’approccio di multicointegrazione. Partendo dalla metodologia inizialmente proposta in Granger-Lee (1989), l’analisi viene estesa a tecniche econometriche più efficienti basate su modelli di multicointegrazione che incorporano la possibilità di cambiamenti di regime. Nel complesso, i risultati respingono l’esistenza di multicointegrazione tra entrate e spese, evidenziando che la politica fiscale in India non è sostenibile in un contesto stocastico. La principale implicazione di politica economica è che, nel corso dell’attuale processo di consolidamento fiscale, il governo indiano dovrebbe stabilire una connessione più stretta tra obiettivi di politica fiscale e dinamica del debito pubblico.
