Bens e serviços ambientais e as negociações na OMC

Abstract

Este artigo analisa o estado atual das negociações sobre a liberalização de bens e serviços ambientais na OMC sob a ótica dos interesses do Brasil. A proposta submetida pelo Brasil à OMC referente a este mandato negociador é analisada à luz dos dados estatísticos sobre o comércio mundial de bens e serviços ambientais e de como o país se insere nesse comércio, bem como também considerando as demais posições negociadoras de países desenvolvidos e em desenvolvimento. As negociações neste mandato revelam em geral o amplo predomínio das preocupações e interesses comerciais sobre os aspectos ambientais. O Brasil tem adotado uma posição bastante cautelosa nestas negociações em grande medida por temer eventuais perdas comerciais, ainda que a sua balança comercial em bens ambientais encontrese numa posição menos vulnerável comparativamente à situação da maioria dos países em desenvolvimento.
