Medición e identificación de pobreza: dos metodologías utilizadas en Costa Rica

Abstract

Este estudio pretende explicar la forma en que se mide o identifican las familias en condición de pobreza en Costa Rica, específicamente a través de los métodos denominados Línea de Pobreza (LP) y el instrumento de focalización que utiliza encuestas indirectas de comprobación de los medios, denominado Sistema de Información de la Población Objetivo (SIPO). Se trata de explicar brevemente el desarrollo del sistema y una serie de limitaciones que han afectado su consolidación; asimismo se explican y comparan los cambios que se realizan en el Indicador de bienestar o material. Finalmente se realiza una propuesta que ayude a minimizar los inconvenientes que ha tenido el sistema para convertirse en el Instrumento Único de Selección de los beneficiarios del Sector Social.
