Economía y comercio: índice de avance de la reforma estructural en Centroamérica y Panamá durante los años noventa

Abstract

En el documento se busca cuantificar el avance del proceso de reforma estructural en Costa Rica, Honduras, El Salvador, Guatemala, Nicaragua y Panamá, y en cinco áreas: política comercial, política tributaria, política financiera, reducción relativa del tamaño del Estado y legislación laboral. El período en estudio es la década de los noventa (1990-2000). La investigación calcula y analiza un índice cuantitativo de reforma en las políticas estructurales de los países del Istmo Centroamericano para el período 1990-2000, en cinco áreas supracitadas. Mediante la construcción del índice se hace posible la comparación del nivel de reforma alcanzado durante el periodo entre los países involucrados y además, comparar el grado de reforma en las políticas estructurales en las cinco áreas dentro de un mismo país. La información muestra que el proceso de reforma no ha avanzado a un mismo ritmo en los países del istmo, e incluso, el avance tampoco ha sido uniforme entre los países, es decir, durante el periodo es posible encontrar años durante los cuales el proceso de reforma sufre retrocesos.
