Una propuesta metodológica para seleccionar potenciales beneficiarios en programas sociales

Abstract

Esta investigación construye un índice sobre el bienestar de los hogares, para seleccionar hogares en situación de pobreza, en los distintos subsidios que otorga el Estado en sus programas sociales. El índice estratifica entre los hogares con bajo nivel de bienestar según grado de prioridad. En su construcción se considera el método integrado para identificar a los pobres y se utilizan dos técnicas de análisis multivariado: 1- Análisis de Componentes Principales Categórico con Escalamiento Óptimo, que resume las variables categóricas en una sola dimensión y obtiene una puntuación para cada hogar en el índice y 2- Análisis de Conglomerados que establece los umbrales de brechas de los grupos prioritarios. La proporción de hogares clasificados por estrato y su grado de prioridad son: potenciales beneficiarios de programas sociales (38,4%); ninguna prioridad o bienestar aceptable (61,6%); según prioridad muy alta (6,3%), alta (8,9%), baja (11,0%) y muy baja o vulnerable (12,2%).
