Aspectos jurídicos, políticos e institucionales para una estrategia integral y viable de desarrollo ambiental

Abstract

El artículo revisa críticamente las principales debilidades internacionales en la concepción, estrategias y programas mayormente promovidos para el desarrollo sostenible de las naciones y del mundo. Identifica sobre todo grandes improvisaciones en materia de los procesos de dirección y planificación alrededor de la gestión institucional y social de la materia, tanto en países desarrollados como subdesarrollados. Ofrece para Costa Rica una clarificación interpretativa del marco jurídico existente que sí permite máxima gobernabilidad de tales procesos, y con particular énfasis el aporte conceptuoso y operativo proporcionado por la Ley Orgánica del Ambiente, la cual con tres pequeñas interpretaciones político-administrativas permitiría orientar de manera sumamente efectiva la lucha por el desarrollo ambiental y sostenible del país.
