Los cuadros gerenciales en la administración pública: un primer acercamiento teórico-jurídico

Abstract

La Administración Pública debe su accionar a la buena gestión que logren realizar todos los funcionarios que la componen, contándose entre éstos desde aquellos que se ubican en los puestos más operativos, hasta los que constituyen los cuadros gerenciales y que, por ende, ostentan la responsabilidad por articular toda una serie de acciones estratégicas necesarias para que las instituciones públicas basen su gestión según los principios de legalidad, eficiencia, eficacia y transparencia. No obstante, se vislumbran profundas carencias por parte de quienes constituyen dichos cuadros gerenciales, en gran parte por su falta de formación para la adecuada dirección pública, así como por la designación a dedo de quienes ocupan los cargos gerenciales dentro de la Administración Pública Costarricense, según las voluntades políticas del momento y sin ninguna selección con base en los méritos y la experiencia en el Gobierno.
