Propuesta para mejorar la efectividad de la declaración jurada de bienes como un instrumento en la lucha contra la corrupción en la función pública

Abstract

La presente investigación constituye una propuesta de diez alternativas que permitan hacer de la declaración jurada de bienes un instrumento más eficiente en la lucha contra la corrupción. Para ello resulta necesario eliminar las faltas formales por las cuales el órgano contralor ha iniciado procedimientos disciplinarios con el fin de permitirle invertir sus recursos en la comprobación de la veracidad del contenido de la declaración, y demás faltas sustantivas o de fondo, que constituyen los verdaderos actos de corrupción; ello con el fin de que el instrumento de la declaración jurada de bienes, cumpla con el objetivo de servir en la detección y lucha contra la corrupción para el cual fue creado.
