Análisis del proceso negociador desarrollado entre representantes del gobierno de Costa Rica y los sindicatos en el marco de la comisión de alto nivel instaurada en el año 1995

Abstract

Este artículo presenta un análisis del proceso de negociación política que tuvo lugar entre los representantes del gobierno de Costa Rica y sus contrapartes sindicales en 1995. Los objetivos del estudio son: 1) Determinar los propósitos de las partes involucradas en el proceso de negociación. 2) Analizar los diferentes aspectos que determinaron el resultado de la negociación. 3) Identificar las consecuencias que tuvo la negociación para cada una de las partes. El estudio concluye que la negociación desarrollada en 1995, se concentró en dos temas principales: la reforma de la Ley de Pensiones y de Jubilaciones del Magisterio Nacional y la reforma del Estado. También que la negociación es una oportunidad para que los diferentes sectores y grupos de interés que integran una sociedad, puedan consensuar acuerdos políticos para resolver los problemas de manera efectiva.
