Los procesos de formación policial en Costa Rica: avances y desafíos pendientes

Abstract

Este artículo analiza los procesos de formación policial en Costa Rica a partir de sus antecedentes en la abolición de Ejército en 1949 y en el proceso de evolución del modelo de seguridad que predomina hasta finales del siglo XX, cuando se inician una serie de reformas que apuntan a consolidar la profesionalización y a reforzar el carácter civilista de la formación policial. El artículo muestra cómo, a pesar de distintos esfuerzos institucionales especialmente dirigidos a fortalecer la Escuela Nacional de Policía, persisten una serie de problemas como la dispersión de los cuerpos policiales, falta de definición doctrinal, debilidades en el proceso de reclutamiento y selección del personal policial e inadecuados procesos de planificación.
