Bankalarin Itibar Riski ve Turk Bankacilik Sisteminde Itibar Riskine Dair Vakalar

Abstract

Bankaciligin bir risk yonetme sanati oldugu genel kabul gormus bir durumdur. Bu sanati icra ederken belirli kurallar ve bir surecin varligi gereklidir. Risk denilince akla “karsiliginda net bir zararin hesaplanabilecegi olumsuz bir durum” gelmektedir. Ne var ki, bankaciligin ilk caglardan beri bankacilik faaliyetlerinin temelinde olan “guven” unsuru gibi daha soyut riskleri icerisinde barindirmaktadir. Guvenin sarsilmasi ile hizli bir sekilde yayilabilecek zarar, bankalara ongorulemez sonuclar hazirlayabilir. Bu nedenle, bankalarin risklerini hesap ederken sadece finansal, hesaplanabilir riskler icin degil finansal olmayan riskler icin de gerekli onlemleri almaları gerekmektedir. Turk bankacilik sisteminde finansal olmayan risklerin basinda önemi giderek artan “itibar riski” gelmektedir. Bankacilikta faaliyet alani hesaplar ve rakamlar uzerine oldugundan, itibar riski sorununun boyle bir alana oturtuldugunda aciklaması ve hesaplamasi ne kadar zor bir surecin ortaya çiktigi anlasilacaktir. Itibar riskinin yonetilmesi, sureci konusunda literaturde Turkiye’de bankacilik sistemine dair calismalar yok denecek kadar azdir. Bu calismada, itibar riskinin onlenmesi, yonetilmesi ve sureci icin Turk bankacilik sistemindeki duzenlemeler irdelenecek olup yine Turk bankacilik sistemindeki itibar riskinin gerceklestigi vakalar incelenecektir.
