Abstract

[fre] Selon la prévision présentée dans cet article, la croissance de l'économie française serait de 3 % en 1990 et 1991, moins élevée que ces deux dernières années, sous l'hypothèse d'un ralentissement de la demande mondiale. L'inflation serait un peu plus faible qu'en 1989 (3,2 % en 1990 et 3,3 % en 1991), tandis que le chômage, stable en 1990, augmenterait légèrement ensuite. Le besoin de financement de la nation resterait très faible (0,2- 0,3% du PIB), malgré une dégradation du solde du commerce extérieur en 1991. Pour mesurer l'impact d'une revalorisation des bas salaires, la simulation d'une hausse de 5% du SMIC a été réalisée. Elle montre que l'incidence macroéconomique d'une telle éventualité est négative mais d'ampleur limitée. Une politique de redistribution fiscale (baisse des cotisations sociales employeurs et augmentation des impôts directs) permettrait d'en réduire encore la portée macroéconomique. [eng] The forecasts presented in this article, predict that, as a result of a less favourable international environment, the French economic growth rate would settle at 3 % in 1990 and 1991, a lower rate than those of the last two years. The inflation rate would still be moderate (3,2 % in 1990, 3,3 % in 1991). However, the unemployment rate will be steady. The external balance deficit would be unchanged at a very low level (0,2- 0,3 % of GDP), whereas the trade deficit would further increase in 1991 . A simulation of a 5 % increase in the minimum wage has been done to evaluate the macroeconomic impacts of a low wage policy. Such an increase only has negative but small effects and a tax redistribution policy (a decrease in social contribution counter-balanced by an increase in direct taxes) could reduce its macroeconomic impact even further.
