Abstract

[eng] An Institutionalist Theory of Conflict : Prevention Applied to the Nigerian Case.. . This paper presents the fundamental elements of the economic theory of conflict, showing that the latter must be interpreted as the search for the reasons preventing the agents from implementing a socially preferred peaceful solution. After reviewing the two classic explanations given in the literature (credible commitment failure and asymmetric information), a third solution is presented based on institutional inefficiency. The model presented explains the armed conflict as a consequence of high transaction costs. This shows the way for an analysis of the strategies toward conflict prevention used in peaceful societies and the design of the peace-keeping strategies that must be implemented in the societies that are threatened by civil war. An application to the oil-related conflict in the delta region of Nigeria shows the usefulness of this conceptual framework. Cet article présente les éléments fondamentaux de la théorie économique des conflits en montrant qu'elle doit s'interpréter comme la recherche des raisons qui empêchent les agents de mettre en œuvre une solution pacifique socialement préférée. Après avoir rappelé les deux explications classiques données dans la littérature (défaut d'engagement crédible et asymétrie d'information), il propose une troisième solution, basée sur l'inefficacité institutionnelle. Le modèle proposé explique le conflit armé comme une conséquence d'un coût de transaction élevé. Ceci montre la voie pour l'analyse des stratégies de prévention des conflits utilisées dans les sociétés pacifiques et la conception des stratégies de maintien de la paix qu'on doit mettre en œuvre dans les sociétés menacées par la guerre civile. Une application au conflit lié au pétrole dans la région du delta du Niger au Nigeria montre l'utilité de ce cadre conceptuel.
