Abstract

Cet article analyse l'impact des réformes de 1993 et de 2003 à l'aide du modèle de microsimulation ARTÉ- MIS (Analyse des RetraiTes du secteur privÉ par MIcroSimulation). Les outils de microsimulation jouent un rôle important dans l'analyse des politiques publiques, et en particulier en matière d'étude des réformes des retraites. La première partie décrit brièvement le principe de la microsimulation dynamique, les données et les caractéristiques générales du modèle ARTÉMIS. La deuxième partie se concentre sur la mesure de l'effet des réformes des retraites au niveau global et au niveau individuel selon les générations et les niveaux de revenu. Même sans prendre en considération les changements de comportement d'âge de départ à la retraite, le modèle montre que les réformes intervenues depuis le début des années 90, devraient atteindre leurs objectifs au niveau global, c'est-à-dire que les dépenses de retraite seront fortement réduites. Mais les réformes ne réduisent que modestement l'accroissement du nombre de retraités, car l'âge de la retraite ne se modifie pas de manière conséquente. Il apparaît que les réformes de 1993 et de 2003 ont surtout un impact marqué sur le niveau moyen des pensions, et que ce sont les retraités titulaires des pensions les plus faibles qui sont en proportion les plus affectés. [eng] Which Future for Private Sector Pensioners after the Reforms? This article deals with the consequences of the 1993 and 2003 reform on future basic private sector pensions in France. The ARTEMIS model is used to carry out the analysis. Micro- simulation models raise as a useful tool for public policy analysis, and particularly, for the assessment of pension reforms. The first part describes shortly the principles of dynamic microsimulation, the data and the main elements of the ARTEMIS model. The second part is devoted to the evaluation of the reform effects. Firstly, at the macro level, it appears that pension expenditures will be sharply reduced by the reforms, and the most shrinking effects are associated to the 1993 reform. Secondly, the study of these effects in link with the evolution of individual careers underlines that the 1993 and 2003 have a very deep impact on the mean pension level, and also that the "poorer" pensioners are (in share) the most affected by the reforms.
