Abstract

[fre] Dominique Bureau Economie des instruments de protection de l'environnement. L'établissement dans notre pays d'un consensus sur l'utilisation des instruments économiques pour les politiques environnementales bute souvent sur un manque de compréhension de leur intérêt. La focalisation des économistes sur ces instruments n'est pourtant pas fortuite, mais la conséquence d'une démarche, dont le point de départ est la question suivante : comment concilier croissance économique et protection de l'environnement ? Cette analyse fournit une base pour sélectionner au mieux, dans la panoplie des instruments disponibles, le plus approprié à l'objectif poursuivi. Après avoir rappelé comment, on envisage les problèmes de mise en œuvre de ces politiques, à la fois en termes de méthodes, et de gouvernance. [eng] Environmental Policies Economies. The development of economic instruments for environmental policies, such green taxes and emission permit trading systems, proves difficult in France. One reason is a lack of comprehension of their interest by public and policy makers. In this perspective, the paper explains the economic approach of environmental problems and the foundations of these instruments from an allocative efficiency point of view. Then it examines the methodological problems we are faced with at the different stages of implementation, and their governance.
