La négociation des salaires en France : une perspective institutionnaliste

Abstract

[fre] Les problèmes de chômage et d'emploi conduisent à une grande attention pour la négociation des salaires en France. On peut interpréter cette négociation soit à partir des mécanismes de marché, en termes de déformation de la concurrence, soit à partir du fonctionnement du système d'emploi, en termes de régulation économique. Ces deux grilles de lecture sont confrontées ici aux principaux problèmes posés par la négociation collective sur la période ouverte en 1982: degré d'influence des négociations sur les salaires réels, problème du niveau optimal de la négociation, en référence aux pratiques différentes des pays de l'O.C.D.E., impact des lois Auroux, qui décentralisent les négociations, question de l'évolution de la relation salariale au terme de la longue période de mutation ouverte dans les années 1970. [eng] Since 1982, new legislation has changed collective bargaining in France. A number of studies have attempted to explain and assess these changes. This paper provides a survey of these studies. Unemployment has led to a greater emphasis being laid on wage bargaining. There are two major approaches in French analysis of these issues. Some models explain the action of labour unions in terms of the labor market. Other approaches to the wage relation nexus focus on the role of social institutions. This paper discusses the relevance of such models to the French case.
