Abstract

[fre] La période décennale écoulée — 1983 à 1993 — manifeste une continuité forte des politiques macroéconomiques mises en œuvre en France : rigueur, puis désinflation compétitive, avec l'objectif d'améliorer la compétitivité et la crédibilité internationales de l'économie française. L'article se livre à une évaluation critique de ces politiques et développe l'analyse des facteurs qui sont à l'origine de la présente déception sur leur capacité à répondre aux besoins d'emploi : échec relatif de la modernisation économique et sociale ; myopie et instabilité structurelles du système financier ; vulnérabilité et crise de l'unification européenne. Il analyse enfin la difficile définition d'une politique conjoncturelle adaptée par le nouveau gouvernement français dans un contexte dépressif et déflationniste. [eng] The last ten years — from 1983 to 1993 — show a strong continuity of the French macroeconomic policies : «rigour», and then competitive disinflation, with the objective of improved international competitiveness and credibility for the French economy. The paper proposes a critical valuation of these policies and analyses the factors who give rise to a disappointment concerning their ability to satisfy the needs of employment : relative failure of the economic and social modernisation; structural shortsightedness and instability of the financial system ; vulnerability and crisis of the European unification. It analyses finally the difficult definition of a convenient short term policy by the new French government in a depressive and deflationnist context.
