Les privatisations en Grande-Bretagne: les leçons d'une expérience

Abstract

[eng] This article deals with the nature and objectives of privatisations in the United Kingdom together with the problems and criticisms that they have raised. It suggests that these developments require a new definition of the role of the State in the economy : the change from direct involvement in the production process to regulator of the efficient working of the market mechanism. Only if the authorities achieve a smooth transition to this new role will the longer-term success of privatisations be possible. [fre] Cet article examine la nature et les objectifs des privatisations au Royaume-Uni, l'ampleur qu'elles ont revêtue ainsi que les problèmes et critiques qu'elles ont soulevés. Un des principaux enseignements qui se dégage de cette analyse est que les privatisations conduisent à redéfinir le rôle de l'Etat dans la vie économique : de producteur, celui-ci se transforme de plus en plus en régulateur et gérant du bon fonctionnement des mécanismes du marché ; de sa capacité à assumer efficacement cette nouvelle tâche dépend, dans une large mesure, le succès à long terme des privatisations en Grande- Bretagne.
