Divergences entre empirisme et théorie. Implications pour la politique économique

Abstract

[fre] Des divergences cruciales apparaissent sent entre les concepts théoriques des variables principales et leurs contreparties empiriques. On a pu identifier certains problèmes en utilisant des valeurs courantes au lieu d'anticipations du futur. Des difficultés supplémentaires abondent dans nos mesures du revenu et du produit, des déficits du budget public et de l'épargne et de l'investissement nationaux. Ceci se traduit par des estimations significatives de comportements et de leurs conséquences sur d'importants problèmes de théorie et de politique. Le débat sur les surplus de la sécurité sociale, par exemple, est embrouillé par l'incapacité à reconnaître ses conséquences sur l'accumulation du capital de toutes sortes contribuant à la production future. Le revenu et le produit peuvent à proprement parler inclure tant la production du marché que celle hors marché. On peut aussi bien exclure les dépenses en rapport avec le travail et les services gouvernementaux qui sont intermédiaires par nature. Une mesure large et appropriée de l'épargne et l'investissement engloberait l'accumulation du capital dans le capital intangible de la recherche et développement, de l'éducation et de la santé. Les déficits budgétaires réels devraient correspondre à des changements dans la dette publique réelle. L'investissement étranger devrait prendre en compte les évolutions de la valeur marchande des actifs étrangers. Des mesures adéquates de toutes ces variables peuvent militer pour la révision d'un certain nombre de principes vitaux de l'analyse économique. [eng] Crucial divergences emerge between the theoretical concepts of major variables and their empirical counterparts. We have come to recognize some of the problems in using current values in place of expectations of the future. Futher difficulties abound in our measures of income and product, public budget deficits, and national saving and investment. These extend into estimates of meaningful behavioral relations and their implications for important issues of theory and policy. The debate on social security surpluses, for example, is confused by failure to recognize implications for the capital accumulation of all kinds that contribute to future output. Income and product may properly include nonmarket as well as market production. It may well exclude expenses related to work and government services which are intermediate in nature. An appropriate, broad measure of saving and investment would encompas capital accumulation by government and households and investment in the intangible capital of research and development, education, and health. Real budget deficits should correspond to changes in real public debt. Foreign investment should take into account changes in the market value of foreign assets. Relevant measures of all these variables may argue for revision of a number of vital tenets of economic analysis.
