Abstract

[fre] L'article considère l'évolution possible d'une banque centrale européenne à la lumière de la du système de réserve fédéral Etats-Unis depuis le Federal Act de 1913 et le Banking Act 1935. En dépit des différences, plusieurs problèmes pertinents, en rapport notamment avec la décentralisation, la délégation et responsabilité, sont soulevés par comparaison. Les structures et fonctions d'un Conseil de réserve européen, d'un Comité de monétaire européen et d'un des opérations d'Open Market analysées. [eng] The essay looks at the possible evolution of a European central banking institution in the light of the structure of the Federal Reserve System in the United States since the Federal Reserve Act of 1913 and the Banking Act of 1935. Despite the differences several relevant issues, notably relating to decentralization, delegation and accountability, are raised by the analogy. The structure and functions of a European Reserve Board, a European Monetary Policy Committee and an Open Market Account Manager are outlined.
