Abstract

[fre] L'intervention gouvernementale est une nécessité en agriculture. Cela résulte des spécificités de ce secteur de production : longs délais de production, rôle du risque, fixité des facteurs, en face d'une demande peu élastique. Dans ces conditions, les marchés jouent mal leur rôle normal, et l'intervention publique est de nature à accroître le « bien être ». Cependant, cette intervention, généralisée dans les pays développés, est le plus souvent maladroite. Avec une fonction de production homogène et de degré 1, le soutien illimité des prix, quelque soit son niveau, ne peut que conduire à la surproduction. Une politique de quotas généralisée est donc inévitable.
