Abstract

[eng] By 1985, the United States became net debtors towards the rest of the world. This — historically new — statute of a net debtor dominating economy was devised to compensate its low internal rate of saving, but submits the dollar to an incessant and erratic portfolio restructuring. [fre] Pour la première fois en 1985, les États- Unis sont devenus débiteurs nets à l'égard du reste du monde. Ce statut — historiquement nouveau — d'une économie dominante emprunteuse nette de capitaux a permis aux États- Unis de relayer par l'extérieur la faiblesse de leur épargne interne, mais soumet le dollar aux fluctuations engendrées par une incessante restructuration de portefeuille, erratique dans ses effets.
