Abstract

[eng] Ownership transfers through the voucher scheme : the experience of the former Czechoslovakia. . One of the crucial dimensions of the transition towards a market economy in the former Czechoslovakia is the priority given to privatization in the sequencing of structural reforms. The comerstone of the ownership transfer policy is the unconventional voucher scheme developed since 1991. After the end of the first wave of voucher privatization, this paper presents the main conclusions drawn from this pioneer experiment. [fre] Transférer la propriété privée par la méthode des coupons. L'expérience de Tex-Tchécoslovaquie. . Une des dimensions majeures de la transition vers l'économie de marché dans l'ex-Tchécoslovaquie est la primauté accordée à la privatisation dans l'enchaînement des réformes structurelles. Une technique non conventionnelle de transfert de propriété vers les agents privés, la méthode des coupons d'investissement, a été mise en application depuis 1991. Au terme de la première vague de privatisation, cet article présente les principaux enseignements qu'il est possible de retirer de cette expérience pionnière.
