Abstract

[fre] Les nationalisations de 1982 sont appelées à avoir un contenu social nettement diffé­rent de celui des nationalisations de la Libération. Elles excluent tout statut spécifique, qui isolerait les nouvelles entreprises nationales du reste de l'économie. L'enjeu essentiel, au centre des débats depuis le Programme commun de 1972, est celui du pouvoir des travailleurs dans l'entreprise. La loi du 11 février 1982 ne comporte toutefois à cet égard que des dispositions transitoires, renvoyant pour l'essentiel à la future loi de démocratisation du secteur public. Le modèle de. gestion tripartite hérité de 1946 reste la base de l'organisation actuelle, mais deux innovations majeures doivent intervenir : l'élection directe des représentants des travailleurs au conseil d'administration, et la création de conseils d'atelier ou de bureau. La place des syndicats dans l'entreprise nationale en sera inévitablement affectée, de façon encore imprévisible. [eng] The Social Scheme Of The 1982 Nationalizations . jean-Charles Asselain. The social content of the recent French nationalizations is meant to depart significantly from the 1946 model. The new public enterprises will receive no specific, privileged statute. The last ten years' debute (since the 1972 « Programme commun ») have centered on the problems of workers' participation at upper and lower levels of management. The final setting up, however, has been postponed until the passing of a new law specially designed to « democratize » thé public sector. The traditiqnal tripartite system of management still stands, but two major changes are forthcoming : the representatives of employees to the board of directors are now to be elected directly, and workshop or department councils will be established, which will necessarily involve far-reaching consequences for the trade unions' status, functions and power.
