Abstract

[eng] Regulation of foreign trade and the choice of protection . Gilles Bertin. The threat of increased competition that is presently looming on foreign trade urges national deciders to adopt regulation policies. Protectionism stands along with other regulating devices such as export promotion. Self restraint of foreign imports, and the so-called « reconquest of the inland market ». A comparison of their expected gains and costs from each formula can be made under given conditions of environment. As a result, the national decider's preference largely dépends on the weight given to external, internal or economic, political objectives, the determinant factors being the openness of the economy, political stability and doctrinal orientations. [fre] La menace de concurrence étrangère qui pèse sur ses échanges extérieurs oblige les responsable nationaux à mettre en œuvre des politiques de régulation de ces échanges. Les mesures protectionnistes, ne sont qu'un des modes possibles d'intervention dont l'opportunité et l'efficacité peuvent être comparées à celles d'autres formules : aide à l'exportation, autolimitation des importations étrangères, recon­quête du marché intérieur, etc. Un examen du cadre et des conditions de choix de la forme d'intervention est nécessaire. On s'aperçoit alors que la préférence accordée à telle ou telle forme d'action est largement commandée par les données structurelles et les orientations politiques et économiques des pays.
