Abstract

[eng] Capital-labor substitution and employment . Philippe Nasse. Could ice improve employrnent by reducing the rhythm of capital labor substitution ? Simulations achieved on large french administrative models suggest it would be possible by a modification of the relative price of inputs. But macroeconomic models dont take into account the perverse effects of such a measure, so that its efficiency is doubtful in the short run. However, the relative price of inputs increases rapidly in the long run, specially in France. An inflexion would be favorable considering the permanence of unemployment and the importance of imported equipment (40%) that can be attained by reducing the share of unemployment subsidies included in wage costs. Des simulations effectuées sur les grands modèles économétriques de l'Administration française semblent montrer qu'un gain d'em­ploi est possible en modifiant le coût relatif des facteurs, mais les effets pervers de la mesure, non pris en compte par les modèles, font douter clé son efficacité conjoncturelle. Cependant, on observe que ce coût relatif croît très fortement à long tenue, particulièrement en France : un infléchissement pourrait donc être favorable dans un pays où le sous-emploi est permanent et l'équipement importé à plus de 40% grâce en particulier à la non-prise en compte des charges d'in­demnisation du chômage dans le coût salarial payé par les entreprises.
