Abstract

[fre] Le secteur public joue, de par sa taille, un rôle essentiel dans la politique écono­mique française. Les objectifs sont relativement clairs : régulation conjonctu­relle et aménagement du marché. Toutefois, là gestion peu rigoureuse de cet outil a conduit à une dégradation rapide depuis 1973 : accroissement des concours budgétaires aux entreprises publiques ; détérioration de la situation financière de ce secteur, du fait notamment du retard tarifaire, de l'évolution rapide de la masse salariale et de l'explosion des investissements. Pour y remédier, il est proposé de procéder à une réforme de la tutelle et à une politique industrielle plus active. [eng] The role of the public sector in French economic policy . By its very size, the public sector plays an essentiel role in French Economie Policy. The goals of such a policy are clear : Macroeconomic Stabilization and income redistribution. However this tool has been misused and a massive degradation has occurred since 1973 : increase of the deficit financed by the general budget; deterioration of the financial ratios due to price control, rapid growth of labor costs and enormous investment programs. As a remedy, the author proposes a new way of state regulatory control of the public sector and a more active industriel policy.
