Les problèmes de décentralisation de l'organisation administrative et la politique de régionalisation

Abstract

[fre] La théorie des organisations souligne l'identité des problèmes. fondamentaux de gestion et d'administration de tous les ensembles productifs. Les enseignements tirés des expériences des organisations décentralisées doivent être transposés aux administrations centralisées. La réforme régionale est étudiée comme une formule avantageuse pour l'ensemble national. Les objectifs économiques visent à renforcer l'efficacité administrative. La régionalisation de l'éducation et de la santé, la sauvegarde d'une personnalité régionale, la restauration du caractère des villes, la participation des citoyens assortie d'une délégation des responsa­bilités, précisent les objectifs sociaux d'une politique de régionalisation pour la France dont les avantages techniques sont essentiellement de rapprocher les centres de décision du lieu de leur impact, de libéraliser les normes nationales, de person­naliser l'administration et de réduire les gaspillages. Pour cela, une décentralisation véritable est supérieure à une simple déconcentration bien que la complémentarité de ces deux orientations soit soulignée.. L'importance de la métropole-foyer et d'une densité minimale sont ensuite mises en évidence pour appuyer la thèse de la diversification des régions. Les moyens d'action nécessaires à une telle politique sont enfin étudiés. [eng] Organisational theory underlines the identity of fundamental pro-blems of administration for ail the productive units. Experiences from decentralised organisations must be valid for centralised ones. Regionalisation is studied as advantageous for the nation. Economie objectives are due to reinforce adminis­trative efficacity. The regionalisation of education and public health are among the main social objectives of such a reform which should technically tremendously improve the \vorking of the administrative machinery. Decentralised models should be preferred to mere deconcentration. The size of regions will vary according to each case but ail of them must be centered. The means of action are finally discussed.
