Abstract

[fre] La théorie classique du commerce international suppose la concurrence parfaite sur les marchés internationaux. Elle omet donc la situation très courante où un pays en exploite un autre par les prix des biens qu'ils échangent en les déterminant au mieux de ses intérêts par interventions douanières publiques ou politiques commerciales privées. La thèse de la détérioration des termes de l'échange des pays sous-développés se base sur un tel argument, mais son imprécision l'a empêchée d'être convaincante. La présente étude donne un critère rigoureux et simple permettant de dire si une nation en exploite une autre par les prix. Constatant que, de nos jours, l'exploitation s'accompagne souvent d'une « aide au développement », elle se demande qui profite de ce transfert. Après avoir précisé qu'avec des prix de concurrence, et statiquement et à court terme, l'aide implique bien gain pour l'aidé et sacrifice de la part de l'aideur, elle montre qu'avec exploitation il est fort possible que l'aidé pâtisse en fait de l'aide, et aussi que l'aideur s'en trouve mieux même sur le pur plan économique statique si l'exploitation n'est que «partielle». [eng] The classical theory of international trade describes perfect competition on international markets. It fails to take into account the very frequent situation where one country exploits another one by the prices of the goods which they exchange, by influencing them thanks to tariff policies or monopolistic behaviors. The thesis of the deterioration of the terms of trade of underdevelopped countries has a monopoly argument, but it is too vague to be convincing, and the « theory of the optimal tariff » suffers from its being limited to a two-commodities world. The present study gives a rigorous and simple criterion of international exploitation by prices. Since, nowadays, exploitation is often accompanied by an « aid to development ». this paper studies the « transfer problem » with exploitation rather than competition. It shows that the « beneficiary » may be worse off from the aid, and that the giving country may be better off from it if the exploitation is only « partial » .
