Régulation environnementale et efficacité des exploitations en Allemagne et en France

Abstract

[fre] Cet article mesure la performance technique et environnementale d'exploitations céréalières ayant un excédent azoté, situées en France et en Allemagne, en considérant de manière asymétrique les biens produits désirés ou non désirés. Les résultats mettent en évidence peu de possibilités de réduction des impacts environnementaux des exploitations, principalement lorsqu'elles participent à des programmes agri-environnementaux. [eng] This paper develops a methodology dealing with desirable and undesirable output asymmetrically which is used to evaluate the impact of agri-environmental policy, both in France and Germany, on the technical and environmental efficiency of arable farms with a nitrogen surplus. Results highlight only few possibilities of environmental improvements, mainly for farms included in agri-environmental programs.
