Performances économiques et aides publiques en production laitière [Quels enjeux pour l'emploi ? ]

Abstract

[fre] Comment les aides publiques orientent-elles les performances économiques des exploitations agricoles et, à partir de là, la dynamique des systèmes de production et de l'emploi en production laitière ? Pour apporter des éléments de réponse à cette question et étayer les hypothèses issues d'observations monographiques dans le département de la Mayenne, il est procédé à un traitement des données du Réseau d'information comptable agricole (rica 1995) de l'otex « lait » spécialisée, en classant les exploitations par dimension économique, niveau d'aide par actif et degré d'autonomie du système de production. L'analyse des performances des systèmes de production, combinée à quelques simulations simples d'orientation possible des structures laitières spécialisées, met en évidence des alternatives possibles au modèle actuel de concentration et d'intensification par recours accru aux consommations intermédiaires, nettement plus favorables aux revenus et à l'emploi. How does government aid influence the economic performance of agricultural holdings and subsequently production system dynamics and employment in the dairy industry ? To outline an answer to this question and back up hypotheses from monographic observations for Mayenne (France), OTEX milk-specific agricultural accounting information network cate (RICA 1995) are processed with holdings ranked by economic size, level of support per labour unit and degree of independence of the production system. Analysis of production system performances combined with simple simulations of possible orientations for specialist dairy structures indicate potential alternatives to the present model of concentration and of intensification through greater reliance on intermediate consumption, alternatives which are far preferable in terms of income and employment.
