Abstract

[eng] Agri-environmental schemes in Great-Britain: national concerns, european policy . If Great Britain has long been characterised by a high degree of concern for the protection and management of its rural environment, the introduction of a specific EU led agri-environmental policy has both highlighted the British tradition for supporting environementally sensitive farming systems and exposed the particularity of the British position with respect to other EU member States. The first member State to introduce a network of ESAs in 1985, Great Britain has subsequently fallen behind in the full implementation of agri-environmental policy as laid out in the 1992 regulation. This paper describes the emergence of British agri-environmental policy and considers the reasons behind the current position adopted by Britain with respect to subsequent agri-environmental regulation and, crucially, CAP reform. [fre] Si la Grande-Bretagne se caractérise depuis longtemps par l'attention particulière qu'elle porte sur la protection et sur la gestion de son environnement rural, l'introduction d'une politique agri-environnementale communautaire a servi non pas seulement à renforcer cette longue tradition de subventions aux pratiques agricoles respectueuses de l'environnement mais aussi à polariser la position britannique par rapport à d'autres Etats membres de l'Union européenne. Elle fut le premier Etat à mettre en place un réseau de zones «Article 19 » mais elle reste aujourd'hui loin derrière d'autres Etats dans la mise en oeuvre du règlement 2078/92. Cet article retrace l'émergence de la politique agri-environnementale britannique et examine la poisition actuelle de la Grande-Bretagne devant l'évolution récente de la politique agri- environnementale et surtout par rapport à la réforme de la PAC.
