Abstract

[fre] On étudie dans cet article l'effet des instruments de politique agricole dans le secteur laitier. L'analyse considère l'offre de lait, le processus de transformation caractérisé par une production jointe et la demande finale pour les biens transformés. On définit un modèle de court terme en équilibre partiel pour déterminer les effets de différents scénarios de politique agricole sur le prix, la production, la consommation et les exportations des différents produits. Du fait des accords du GATT qui impliquent une baisse des exportations subventionnées, on étudie plus particulièrement l'impact des instruments sur les exportations des différents produits laitiers. [eng] Vertically related markets and public intervention : an application to dairy products . This paper analyses the effect of policy instruments used in the dairy sector. The analysis considers the supply of milk, the processing step characterised by joint production and final demand for processed goods. A short term partial equilibrium model is defined. We use it to determine the effects of different policy scenarios on price, production, consumption and exports for the different products. Because the gatt agreements imply a decrease in the subsidised exports, we particularly analyse the impact of policy instruments on exports of different milk products.
