Vers un espace agricole euro-méditerranéen?

Abstract

[fre] Du point de vue des structures et des échanges, l'espace agricole euro-méditerranéen présente de fortes disparités, tant au Nord qu'au Sud du Bassin. Sur le plan géopolitique et institutionnel, les relations UE/PTM passent en 30 ans d'une logique de coopération au développement et d'assistance, à une logique de partenariat fondée sur des engagements réciproques. Mais, en l'état actuel du mode de négociation purement inter-étatique, l'économique et le social restent subordonnés au rapport de forces politiques dans la région, et aux intérêts géo-stratégiques de l'Europe et des Etats-Unis. Le rééquilibrage des relations agricoles euro-méditerranéennes passera notamment par un dialogue sur la coordination des politiques intégrant l'ensemble des acteurs socio- économiques concernés. Speaking about structures and trade, the agriculture in the EU and in the Mediterranean countries is very mixed, both in the North and in the South. About geopolitics and institutions, relationships between these two regions during the last 30 years pass from cooperation and aid to mutual partnership. But as négociations are only between governments, economic and social concerns are still subordinated to strategic interests of Europe and the USA. Balanced agricultural relations between the Eu and the mediterranean countries can only developed upon a dialogue about politics, gathering social and economical participants of civil society.
