Abstract

[fre] L'analyse de l'évolution des transferts communautaires à l'agriculture sur la décennie quatre-vingt permet de caractériser la recomposition instrumentale de la PAC. Deux phénomènes sont mis en avant : la montée des mesures de compensation, en particulier sous l'impulsion des paiements directs liés aux produits (PDP) et la régionalisation progressive des procédures de gestion du secteur. [eng] Changing policies through direct payment : from modulation of support prices to the politics of the compensation adjustments . The study of the financial transferts from the EC to european farmers over the past decade is particularly useful for understanding the redefinition of the CAP. Two points will be developed : the increase of direct compensatory payments linked to the importance of the product premiums (PDP) and the growth of regional aid.
