La problématique de l'épargne dans l'économie paysanne : cas du canton de Tomina, Bolivie

Abstract

[fre] Dans la zone d'étude, les animaux servent de réserve d'épargne dont le paysan cherche à maximiser le volume et non la productivité. Face au surpâturage qui en résulte, la proposition de formes alternatives d'épargne s'impose. Les formes d'épargne existantes répondent à des exigences techniques, économiques et sociales très diverses des paysans. Les ovins et caprins, comme l'épargne en argent et en produits, contribuent à la reproduction de l'exploitation, alors que les bovins servent d'"assurance", de "caisse de retraite", et financent les investissements. L'étude de l'affectation des ressources à la reproduction, l'accumulation ou la régulation, permet de comprendre le mode de gestion de l'épargne dans le système de production. Outre démontrer l'importance de l'épargne pour la reproduction de l'exploitation et pour l'accumulation. Cette étude ouvre la voie à des alternatives à l'épargne en animaux. [eng] THE SAVING PROBLEMATICS IN A PEASANT ECONOMY : CASE OF TOMINA AREA, BOLIVIA . In the area studied, the peasants constitute a stock of animals as their reserve of savings ; therefore the number of animals rather than their productivity, is important. The overuse of pasture land which results, necessitates the suggestion of alternative forms of saving. The existing forms of saving respond to the very varied technical, economic and social needs of the peasants. Sheep and goats, just like saving money and stocking products, contribute to the reproduction of the production system, while the cattle are used as an "insurance policy", "pension fund", and as a reserve to finance future investments. The study of the way ressouces, distributed between reproduction, accumulation and regulation, permits an understanding of the management of saving in the system. Apart from demonstrating the importance of savings for the reproduction of the farm and for the accumulation, this study orientates the search for alternatives to savings in the form of animals.
