Abstract

[fre] Le modèle ECAM (European Community Agricultural Model) est utilisé pour évaluer les changements de la PAC. La simulation de la réforme Mac Sharry crée, par rapport aux tendances actuelles, une rupture sur certains marchés : baisse de l'offre de céréales par le gel des terres et une moindre progression des rendements ; accroissement de la demande de céréales pour l'alimentation animale par la forte baisse des prix de marché et le développement de l'élevage. En l'absence de mesures correctives, la réforme accentue les déséquilibres sur le marché de la viande bovine. Les coûts budgétaires augmentent et le revenu agricole baisse, mais globalement les consommateurs bénéficient des baisses de prix. [eng] The common agricultural policy reform : an evalua tion by the ecam model . The CAP Mac Sharry reform is simulated through the European Community Agricultural Model (ECAM). This reform would radically change the actual trends on cereals : supply decrease thanks to the set-aside ; feed demand increase due to lower internal prices and livestock production growth. Without complementary measures, the disequilibrium between supply and demand would frow in the bovine sector. There would be a global welfare gain due to market price reductions, in spite of farm income reductions and budgetary costs increase.
