Déterminants et premiers effets de la réorganisation de l'agriculture algérienne

Abstract

[eng] Reforms in algerian agriculture : causes and results. In 1963, the nationalization of the lands belonging to the colonizers has endowed the Algerian State with a broad agricultural public sector which has been subjected to manifold reorganizations. The State has continuously tempted to enlarge the area of its intervenings and to strengthen its ascendency overt the agrarian sector. This behaviour mainly induced a general recession of the outputs and a stagnation of the agricultural production. The 1987-88 reorganization, scheduled in the wave of the current reforms and aiming to are adjustment of the economical policies, should allow, inter alia, a withdrawal of the State. In the light of a first statement of affairs, it proves that today more than ever, the State finds itself in the core of social fights around and in connection with the land. [fre] Par la nationalisation des terres coloniales en 1963, l'Etat algérien s'est doté d'un vaste secteur agricole public auquel il a fait subir de multiples restructurations. L'Etat a, de manière permanente, tenté d'élargir l'aire de ses interventions et de renforcer son emprise sur le secteur agraire, ce qui a eu pour principale conséquence une régression générale des rendements et une stagnation de la production agricole. La réorganisation de 1987-88, inscrite dans la vague des réformes en cours visant un réajustement de la politique économique, devait permettre, entre autres, un désengagement de l'Etat. Il s'avère, à la lumière d'un premier bilan, que l'Etat se trouve aujourd'hui, plus que jamais, au centre de luttes sociales autour et à propos de la terre.
