Abstract

[fre] Que la loi sur l'élevage de 1966 ne soit pratiquement qu'une loi sur le sperme des taureaux de race laitière ne l'empêche pas d'être politiquement intéressante. Afin de hisser le potentiel génétique au meilleur niveau international, le renom de quelques propriétaires de taureaux parfois prestigieux fut remplacé par un système scientifique, centralisé, efficace, tout en étant démocratique. Pour cette véritable entreprise nationale d'amélioration génétique, il fallait bien un ministre aux principes libéraux imposant une loi violant les libertés ancestrales : ainsi l'institution d'un monopole de l'insémination par zone ! Ce fut fait et bien fait. Vingt cinq ans après les fruits sont à la hauteur des espoirs. Il vaut bien la peine d'en tirer les enseignements politiques... même si le très nécessaire progrès génétique hors des tutelles étrangères ne pouvait suffir à sauver les éleveurs, écrasés sous le vieux système économique occidental en train de s'écrouler sous le poids de ses réussites. [eng] The french 1966 « livestock act » is nothing more than a « sperm act ». This does not mean it is uninteresting from a political point of view. In order to upgrade the genetic potential of the french herd at the best international level, an efficient, scientific, centralized but nevertheless democratic system was devised, and replaced the former system which relied upon the good repute of a few prestigious bull owner. To be established, such a national genetic improving plant needed a liberal minister. Only a free trader was able to impose a law which, through the institution of regional breeding monopolies, was offending traditional vested interests. Twenty years latter, the harvest meets the hopes put in the seeds. The political lessons to be drawn from this experience are worth to be presented, even if genetics only is not sufficient to save livestock breeders, as they are under pressure from the old occidental system which is collapsing as a result of its own success.
