L'avenir du monde rural dans le contexte européen

Abstract

[eng] Following on from the European Single Act and in the context of a new reform of the CAP, a community wide-ranging action has just been launched to promote rural development. The action reflects a new European approach to rural development ; an integrated spatial and humanist approach which contrasts starkly with the previous basically sectoral and productivist structural approach. A significant proportion of the European structural funds, which are in the process of being doubled, will go to finance this measure. The strengthening of the socio-economic cohesion of the Community is the major final objective of this action. Its application will face a number of challenges. [fre] Comme suite à l'Acte unique européen et dans le contexte d'une nouvelle réforme de la PAC, une action communautaire d'envergure vient d'être engagée pour promouvoir le développement rural. L'action correspond à une approche européenne nouvelle du développement rural ; approche intégrée, spatiale et humaniste qui tranche nettement avec l'approche structurelle antérieure, plutôt sectorielle et productiviste. Une part non négligeable des Fonds structurels européens dont le volume est en train de doubler assurera le financement de cette action. Le renforcement de la cohésion socio-économique de la Communauté est en fin de compte l'enjeu majeur de cette action. La mise en œuvre de celle-ci est confrontée à de nombreux défis.
