La nécessaire évolution des services intervenant dans le domaine foncier agricole

Abstract

[fre] Les caractéristiques spécifiques du sol en font un facteur de production à part. De nombreux partenaires sont ainsi concernés dans un jeu complexe d'intérêts. Se sont ainsi créés des services d'intérêt général ou privé, dans le but de faciliter les rapports entre les partenaires, mais aussi d'organiser la distribution de ce facteur rare. . La réduction régulière de la population agricole, l'accroissement des besoins d'espace des autres secteurs d'activité et l'évolution corrélative des modes de faire valoir infléchissent l'attitude des agriculteurs vis-à-vis de la terre. L'économique prend le pas sur l'affectif. Face à ce changement, les services s'adaptent par la recherche d'une démarche plus commerciale, en dépit de l'immuabilité de la terre et des attitudes irrationnelles qu'elle suscite. [eng] Because of its specific features, Land is a peculiar factor. Many partners are involved in a complex pattern of interests. So, public or private agencies have been created, in order to make easier the relationships between those partners, and also to organize the allocation of this rare factor. . The steady reduction of the agricultural population, the growth of space needs for other sectors, and the correlative evolution of land tenure modifiy the behaviour of farmers about Land. Economics overrides affects. Faced to this alteration, the agencies try to fit through the pursuit of a more commercial process, in spite of Land immutability and of the induced irrational attitudes.
