La création d'activités en zone de montagne désertifiée : l'expérience des Alpes du Sud

Abstract

[fre] Au moment où la société industrielle et urbaine s'enfonce dans la crise, il semble possible et rentable de créer des activités dans les zones jusqu'alors délaissées. L'expérience menée dans une des zones françaises les plus désertifiées, les Alpes du Sud, en témoigne. On y constate deux mouvements contradictoires :*une poursuite de la déstructuration de la société locale, traumatisée par une émigration séculaire et l'afflux touristique, et un mouvement d'installation alimenté d'abord pour la contestation de Mai 1 968 et maintenant par la crise économique. Les pouvoirs publics se sont efforcés d'orienter et d'accompagner ce mouvement par diverses initiatives dont la création du Bureau d'Accueil des Alpes du Sud. Une évaluation récente a montré la pérennité de ces installations, et leur effet positif sur l'économie et la société locale. Il est maintenant nécessaire de concevoir un système d'appui à la création d'activité avec tous les partenaires institutionnels locaux, pour détecter les candidats, les aider à monter leur projet, rechercher les opportunités de la zone et assurer le suivi de ceux qui créent des activités du moins tant qu'il y aura des candidats pour prendre le risque de s'engager dans la création d'activités. As the urban-industrial society experiences a deepening crisis, it seems possible and profitable to create jobs in hitherto by-passed areas as shown by attempts made in one of the most desertified French areas, the Southern Alps. Two opposite trends are visible : shaken by secularoutmig ration and by the influxof tourists, the local society continues its déstructuration process; new settlers come in under the influence of May 1968 protest movements and now of the economic depression. This is helped by various public measures including the creation of the Southern Alps Welcome and Promotion Board. A recent evaluation study has shown that settlers have usually been successful and had positive effects on the local society and economy. As long as there is a supply of candidates for business and job creation, it is worthwhile to provide them with supporting services by coordinating all local services and institutions for finding prospective candidate, help them build their projects, explore new opportunities, provide for follow-up support.
